  • Labow’s Annual Statements concealed her true number of cases.

  • Labow’s Annual Statements concealed the true value of her clients’ assets.

  • Labow’s Annual Statements were signed under penalty of perjury

Licensed Professional Fiduciary Michele Tiernan

In 2017 – 2019, Licensed Professional Fiduciary Michele Tiernan (License No. 548) allegedly neglected, abused, and financially exploited an elderly African American woman in her care.  Five weeks after Alameda County Probate Court appointed Tiernan as temporary conservator, Katherine Carter was in the emergency room.  She received a hospice referral and was expected to live less than six months.

Tiernan is no stranger to shoddy management, poor planning, and disregard for the law.  Public Records from the Professional Fiduciaries Bureau (PFB) show the following. 

  • Tiernan’s Annual Statements were chronically delinquent. 

  • Tiernan operated with an expired license on numerous occasions.

  • Tiernan’s Annual Statements omitted information required for licensure. 

  • Tiernan’s Annual Statements showed an alarming number of clients.
